A message dated June 5, 2006, was read stating the Governor has                                     
signed the following bill June 3 and is transmitting the engrossed and                              
enrolled copies to the Lieutenant Governor's office for permanent                                   
filing:                                                                                             
                                                                                                    
    SENATE CS FOR CS FOR HOUSE BILL NO. 16(FIN)                                                     
    "An Act relating to funding for school districts operating                                      
    statewide residential educational programs; and providing for an
